Memorial Day began 1868. Union veterans founded Decoration Day to decorate soldiers' graves with flowers. Since then, Arlington National Cemetery in D.C. has celebrated the sad occasion. 

Congress created the National Moment of Remembrance Act in 2000, encouraging Americans to observe a moment of quiet at 3 p.m. local time to honor fallen servicemen. 

In his 1868 Decoration Day address at Arlington, then-Congressman James Garfield observed, “I am oppressed with a sense of the impropriety of uttering words on this occasion.” 

Silence is precious alongside the graves of fifteen thousand men, whose lives were more important than words and whose death was a poetry whose music cannot be spoken.
